CLASS TITLE: Registered Nurse, CHILD & FAMILY SERVICES

BASIC FUNCTION:

Under the direction of a program administrator, perform the necessary tasks to oversee and implement health
services including the development of emergency and/or medical health care plans; ensure health compliance
with Head Start Program Performance Standards and California Community Care Licensing regulations and
requirements; assess, refer and provide for the health needs of enrolled Head Start children and expectant
mothers; develop and disseminate health education information to teachers, parents, and children.


REPRESENTATIVE DUTIES:
Oversee and implement health services including the development of emergency and/or medical health care
plans, policies and procedures, and the administration of medication to enrolled children.
Perform the necessary tasks to ensure compliance with Head Start Program Performance Standards and
California Community Care Licensing requirements related to various health services and assist in the
development of Head Start health policies and procedures.
Assess the health needs of the enrolled Head Start children and expectant mothers by reviewing health and
nutrition assessments; facilitate and provide screenings such as vision, hearing, dental and hemoglobin testing.
Make referrals to medical and dental providers for children requiring additional treatment.
Review and assess child immunization records for compliance and continued enrollment. Inform and assist
parents/guardians in obtaining required immunizations.
Prepare letters, notices, and notes to parents, doctors, and clinics to obtain needed health services, medical
reports, and records and to refer children for needed services.
Complete tuberculosis skin tests and/or risk assessments for volunteers and staff. Complete tuberculosis risk
assessments for enrolled children. Make related tuberculosis referrals to community providers as needed.
Audit, review, and update records and reports to ensure health services and compliance, such as, statistical
reports of services provided, the annual Program Information Report (PIR); and maintain confidentiality of
health records.
Observe enrolled children and expectant mothers for possible physical, emotional, and nutritional needs.
Make referrals to community providers as needed.
Make home visits as needed to support parents/guardians and expectant mothers to obtain health information.
Provide health education programs, training, and counseling to children, parents/guardians, staff, and the
community as needed.
Train and provide technical assistance related to health services to parents/guardians, Licensed Vocational
Nurses, Health Services Technician, or similar roles for Delegates, Partners, and Grantee Operated staff.



Attend a variety of multidisicpliary meetings such as Individlauized Education Program (IEP), Individual
Family Service Plan (IFSP), Case Conferencing and Child Success Team, for children and expectant mothers
with special medical needs to provide and receive pertinent health related information.
Provide medical case management for enrolled children and expectant mothers with medically severe health
conditions.
Make referrals to and consult with contracted registered dietician or nutritionist for enrolled children and
expectant mothers with nutritional needs.
Monitor health component in the Delegate, Partnership, and Grantee Operated programs as needed.
Operate a computer terminal at multiple locations to enter case notes and sensory screening results, read and
respond to e-mails, and operate office equipment as assigned.
Operate a variety of specialized medical equipment and instruments as assigned such as stethoscope, otoscope,
audiometer and others.
Perform nursing services as ordered by child’s medical provider such as catheterization, blood sugar testing,
and G-tubes as needed.
Communicate and build positive working relationships with staff, parents/guardians, and community partners or
health service providers concerning the health needs of enrolled children and expectant mothers.
Observe and report to program administration safety hazards, unsanitary conditions, and infectious or
communicable disease outbreaks in facilities including necessary corrective actions.
Transport children, parents, and expectant mothers to and from medical and dental appointments as needed.
Administer first aid/CPR to enrolled children as needed.
Perform related duties as assigned.

County Office policies and State regulations concerning child health requirements.
ABILITY TO:
Perform a wide variety of health care duties to ensure compliance with Head Start Program Performance
Standards and California Community Care Licensing regulations related to various health services.
Travel to various sites within the county is required, and, out of the county travel may be required.
Assess the health needs of enrolled Head Start children.
Develop and present child and parent education programs.
Record data and information.
Administer first aid and CPR as needed.
Maintain health files, records, reports and referrals.
Communicate effectively both orally and in writing.
Read, interpret, apply and explain rules, regulations, policies and procedures.
Maintain current knowledge of technological advances in the field.
Work independently with little direction.
Prioritize and schedule work.
Operate a computer and a variety of specialized medical equipment, machines and instruments.
Maintain confidentiality of child medical records.
EDUCATION AND EXPERIENCE:
Any combination equivalent to: graduation from an accredited Registered Nurse Program and one year
registered nursing experience desirable.
LICENSES AND OTHER REQUIREMENTS:
California Registered Nurse License.
Valid California driver's license.

Upon hire or within (6) months of hire, valid Emergency Medical Services Authority (EMSA) approved CPR
and First Aid Certification covering adult, child, and infant (pediatric) using any of the following curricula:
- American Safety and Health Institute (ASHI), or
- American Heart Association (AHA), or
- American Red Cross (ARC), or
- Pediatric CPR and First Aid offered at accredited colleges and universities
