STANISLAUS COUNTY OFFICE OF EDUCATION
CLASS TITLE: Health Services Technician, CHILD & FAMILY SERVICES
BASIC FUNCTION:
Under the direction of a program administrator, perform the necessary, non-clinical tasks to implement health
policies and procedures while ensuring health compliance with Head Start Program Performance Standards;
and, provide health education information to teachers, parents, and children.
REPRESENTATIVE DUTIES:
Implement health policies and procedures.
Perform the necessary tasks to ensure compliance with Head Start Program Performance Standards related to
health services.
Identify the health needs of the enrolled Head Start children and expectant mothers by reviewing health and
nutrition assessments.
Identify children and expectant mothers requiring health care follow up, and consult with the program’s nurse to
determine if any additional health case management is needed.
Review child immunization records for compliance and continued enrollment. Inform and assist
parents/guardians in obtaining required immunizations.
Prepare letters, notices, and notes to parents, doctors, and clinics to obtain needed health and dental services,
medical reports/records, and to refer children for needed services.
Ensure tuberculosis risk assessments are forwarded to appropriate Registered Nurse (RN) within time frames
established by Community Care Licensing.
Audit, review, and update records and reports to ensure health services and compliance, such as, statistical
reports of services provided, and maintain confidentiality of health records.
Consult with CFS Nurses and/or health care providers as needed.
When nurse is unavailable and as assigned by a supervisor, attend a variety of multi-disciplinary meetings
such as Case Conferencing and Child Success Team (CST) for children and expectant mothers who have
medical needs to provide and receive pertinent health related information. For CSTs of children with special
medical needs, program nurse and supervisor will facilitate coverage.
Provide health care case management for enrolled children and expectant mothers to ensure enrolled
children are up to date on their EPSDT (Early and Periodic Screening, Diagnosis and Treatment) schedules
and are receiving appropriate medical/dental treatment from their healthcare providers.
Conduct and provide follow up for dental referrals for children and expectant mothers.
Assist with children’s transition to other service delivery models and programs.
Operate a computer terminal at multiple locations to enter case notes and sensory screening results, read and
respond to e-mails, and operate office equipment as assigned.
Communicate and build positive working relationships with staff, parents/guardians, and community
partners or health service providers concerning the health needs of enrolled children and expectant mothers.
Report to program administration safety hazards, child supervision concerns, and/or unsanitary conditions in
facilities.
Support parents/guardians with scheduling appointments and provide options which may include transporting.
Administer first aid/CPR to enrolled children as needed.
Perform related duties as assigned.

Performance Standards and California Community Care Licensing regulations related to various health services.
Travel to various sites within the county is required, and, out of the county travel may be requested.
Record data and information, electronically.
Administer first aid and CPR as needed.
Maintain health files, records, reports and referrals.
Communicate effectively both orally and in writing.
Read, interpret, apply and explain rules, regulations, policies and procedures.
Work independently with little direction.
Prioritize and schedule work.
Operate a computer.
Maintain confidentiality of child medical records.
EDUCATION AND EXPERIENCE:
Any combination equivalent to: graduation from high school and two years of experience in health services,
Head Start, State Preschool, or a related environment such as medical office or school nurse office.
LICENSES AND OTHER REQUIREMENTS:
Valid California driver's license.
Be insurable and maintain insurability.
May be required to provide own transportation.
Valid Emergency Medical Services Authority (EMSA) approved CPR and First Aid Certification covering
adult, child, and infant (pediatric) using any of the following curricula:
-American Safety and Health Institute (ASHI), or
-American Heart Association (AHA), or
-American Red Cross (ARC), or
-Pediatric CPR and First Aid offered at accredited colleges and universities.
