CLASS TITLE: Budget and Special Projects Supervisor

BASIC FUNCTION:
Under the direction of a Director of the assigned department; supervises and participates in the work of support
staff engaged in performing business operations and special project support; plan, organize and coordinate the
day–to–day fiscal operations; responsible for budget development and accountability, budget monitoring,
accounting, financial reporting, and indirect cost recovery functions related to the Federal, State and local grants
and contracts for the county. Train and evaluate the performance of assigned personnel.
REPRESENTATIVE DUTIES:
Supervises and participates in the work of support staff engaged in performing business operations and special
project support.
Plan, organize and coordinate the day–to–day fiscal operations.
Responsible for budget development and accountability, budget monitoring, accounting, financial reporting, and
indirect cost recovery functions related to the Federal, State and local grants and contracts for the county.
Coordinate and direct personnel, related functions and activities to assure smooth and efficient running of office
operations; and to relieve the administrator(s) of administrative and clerical details.
Oversee establishment of project budget; reconcile financial reports to the general ledger; monitor expenses of
adherence to grant terms and conditions; validate time reporting matches percent effort charged to grant;
compute indirect costs; invoice agencies.
Perform independent projections of department budgets including reviewing ending balances, revenues and
expenditures; preparing cash flow projections; interpreting financial, revenue and expenditure patterns; revising
expenditures and revenues.
Participate in the processing, auditing, approval, maintenance and completion of related fiscal documents;
participate in the establishment of departmental procedures.
Facilitate work area configurations and reconfigurations. Coordinate and attend project planning meetings with
staff, electricians, and contractors, order furniture, equipment, etc. to suit personnel and program needs.
Train and evaluate the performance of assigned staff; interview and select employees and recommend transfers,
reassignment, termination, and disciplinary actions; assign and review work; provide assistance to assigned staff
concerning office policies and procedures.
Schedule and conduct monthly support staff meetings, attend a variety of meetings, conferences and workshops
concerning budget and special project activities and the assigned department.
Develop periodic reports of specific program income and expenditures; provide technical assistance in budget
development and review; monitor budgets and review expenditures to assure consistency with program
requirements; interpret program regulations and advise clients.
Prepare and complete budgets and special project related documents and forms, to assure timely submittal of
appropriate documents within established timelines.


Perform a wide variety of duties related to planning, organizing, technical support, specialized, consultative,
and advisory services for the assigned projects.
Prepare and maintain a variety of reports, records and files related to assigned activities and departmental
personnel.
Communicate with administrators, personnel and outside agencies to coordinate activities, resolve issues and
exchange information.
Respond to inquiries regarding budgets and special projects and related matters.
Act as a liaison/resource to provide information and clarification to SCOE personnel, and other interested
parties.
Provide technical assistance to employees regarding budget and special project related matters and difficult
issues.
Operate a variety of office equipment including a computer and assigned software.
Perform related duties as assigned.

EDUCATION & EXPERIENCE:
Bachelor’s degree in accounting, business management or a related field.
Four years of increasingly responsible budget and special project experience.
A combination of education, training, and experience that could provide the desired skills, knowledge and
abilities may be considered.
