STANISLAUS COUNTY OFFICE OF EDUCATION
CLASS TITLE: Financial Analyst
BASIC FUNCTION:
Under the direction of an assigned Supervisor, perform a variety of complex fiscal duties related to the
processing of school district and County Office financial transactions; perform complex statistical analysis of
financial data and design and prepare reports detailing the results of analysis.
REPRESENTATIVE DUTIES:
Perform a variety of complex fiscal duties related to the research, gathering, compiling, analysis and processing
of financial transactions for External Services and County Schools Service Funds (CSSF); design and prepare
detailed records and reports on findings.
Perform complex statistical analysis of financial data and prepare reports detailing the results of analysis;
develop and utilize analytical tools and models for the analysis of data.
Perform independent projections of school districts and CSSF budgets including reviewing ending balances,
revenues and expenditures; preparing cash flow projections; interpreting financial, revenue and expenditure
patterns; revising expenditures and revenues.
Identify potential issues and problems relating to the financial position of various school districts and CSSF,
participate in the development of recommendations for resolving identified issues and problems.
Assure proper internal controls are in place; present findings, data and recommendations to management
personnel as required.
Interpret demographic, educational and industrial trend data and assist policy makers during the development of
short- and long-term financial projections.
Operate a variety of office equipment, including microcomputers and related financial spreadsheets and
software.
Assist and train school district business managers, SCOE managers, CSSF staff and External Services staff in
the interpretation and treatment of financial data including projections of revenue and expenditures, cash flow
analyses, and proper coding of expenditure transactions.
Serve as a liaison between External Services, CSSF and other specific SCOE departments and school districts,
CDE and other state agencies to assure proper review, reporting and auditing of fiscal data.
Provide work direction and guidance to other External Services and CSSF personnel; train others on automated
system and may act as a liaison to Information Systems and Network Services to implement and coordinate
system set-up and processes.
Prepare and process monthly and annual closings; prepare reports to verify data; reconcile books internally and
with the Stanislaus County Auditor's Office.
Review various accounts payable, accounts receivable, transfers and corrections to assure compliance with
State, County Office and general accounting standards.
Perform related duties as assigned.
KNOWLEDGE OF:
Concepts and techniques related to research, gathering, compiling, analysis and processing of financial
transactions.
Concepts and applications of electronic data processing related to business, administrative and financial
management systems.
Operation of computers and related financial and spreadsheet software.
Correct English usage, grammar, spelling, punctuation and vocabulary.

Principles and practices of training and providing work direction.
Applicable sections of the State Education Code and other laws, rules and regulations related to assigned
activities.

Financial and statistical record-keeping techniques.
ABILITY TO:

Perform complex statistical analysis of financial data and prepare detailed reports.
Interpret and project revenue, expenditures, ending balances and cash flow.
Maintain current knowledge of program rules, regulations, requirements and restrictions.
Read, learn, interpret, apply and explain State Education Codes.
Learn County Office and local school district organization, operations, policies and objectives.

EDUCATION AND EXPERIENCE:
Any combination equivalent to: bachelor's degree in accounting, business administration or a related field and
two years experience in related accounting work. Experience of a closely related nature can be substituted for
education.
LICENSES AND OTHER REQUIREMENTS:
Valid California driver's license.
