HOME BASED EDUCATOR
STANISLAUS COUNTY OFFICE OF EDUCATION
CLASS TITLE: Home Based Educator
BASIC FUNCTION:
Under the supervision of the Home Based Supervisor or other program administrator, facilitate healthy
parent-child attachment and relationship- building, provide or arrange for comprehensive Head Start services
(including education, health and safety, family support, nutrition, mental health, family engagement, and
other services appropriate) for up to twelve (12) assigned families of prenatal, infant, toddler, and preschool
children served in the home based option.
REPRESENTATIVE DUTIES:
Comply with all applicable federal, state and county regulations, Performance Standards, and SCOE Head Start
policies and procedures.
Plan and implement weekly 90 minute family visits to young children and their families.
Plan and facilitate bi-monthly group socialization experiences for families and their children.
Provide attachment based and parent-child relationship building education and support services to families.
Effectively implement the home based curriculum and promote children’s progress across the standards
described in the Head Start Early Outcomes Framework.
Conduct screening and ongoing assessment of young children’s development; utilize screening results and
observations to make appropriate child referrals for support services. Attend and participate in Child Success
Team meetings, IFSP/IEP meetings as required.
Collaborate with family to develop appropriate developmental goals and strategies for each child; update goals
and strategies regularly through on going assessment and observation.
Assess family strengths, interests, and needs. Collaborate with families to establish family development goals
that are inclusive of families assessed, and expressed needs and interests in the areas related to family self-
sufficiency, child development, and health; Document collaborative process in family partnership agreements.
Promote parental engagement in curriculum planning, program governance, and the overall Head Start program.
Implement case management strategies based on the needs of families including, crisis intervention, resource
referral services, and follow up.
Act as a liaison and advocate between community resources and Head Start families.
Assist families with meeting their own transportation needs and transport family when necessary to and from
community resources and other program activities.
Prepare and maintain accurate child/family records as required.
Implement recruitment plan as required. Maintain accurate records of applications and implement plans
developed to address attendance.

Collaborate with families and program staff to develop and implement individual child transition plans for
children transitioning in and out of Early Head Start, Head Start and other child care settings.
Conduct self-monitoring of program components to ensure compliance.
Participate in case conferencing meetings; follow up as designated.
Work with support staff to plan and provide activities to complete health screening and other health related
requirements as established in policies and procedures.
Report suspected cases of child abuse and neglect in accordance with regulations and policy.
Attend staff meetings and in service trainings as required.
Perform other duties as required.
KNOWLEDGE OF:
Adult learning principles and learning styles.

Prenatal development and topics related to supporting expectant and post-partum families.
Family dynamics, child trauma and impacts on child’s development.
Principles, philosophy, and practices of Head Start.
Head Start Performance Standards and California State Child Care Licensing Regulations.
Local community organizations and resources that provide services to low socio- economic families.
ABILITY TO:
Work effectively with individuals of diverse educational, socio-economic, and cultural backgrounds, including
those with disabilities and special needs.
Work primarily in the homes of families residing in high-risk communities.
Problem solve, handle crises, and work with families and children of various cultures from low socio-economic
backgrounds.
Maintain confidentiality of child and family records and information.
Communicate effectively orally in person and on the phone, and in written form.
Apply commons sense understanding to carry out instructions, policies, and procedures in written and oral form.
EDUCATION AND EXPERIENCE:
AA/AS Degree Early Childhood Education, Child Development, or related field is required including a minimum
of 24 units in any combination of Early Childhood Education, Child Development, or related field.
3 units infant/toddler development is required and may be included in or in addition to the aforementioned 24 units.
Two years’ experience in an instructional capacity in an early care and education program or experience related
to provision of family and/or health services in a home-based setting is preferred.

Bachelor’s Degree in Child Development, Early Childhood Education, Human Services or closely related field
is desirable.
LICENSES AND OTHER REQUIREMENTS:
California Child Development Teacher Permit or higher level permit required.
Completion of agency-sponsored home-based curriculum certification within 24 months of hire required.
Pediatric CPR/First Aid Certification.
Valid California Driver’s License.
Be insurable and maintain insurability.
May be required to provide own transportation.
Bilingual/Bi-literate skills are desirable.
Home Visitor Child Development Association Credential (National Certification) is desirable.
Certification in Program for Infant/Toddler Care modules is desirable.
