Department Description
POSITION SUMMARY: Under the direction of the Director of Student Stability and Success, the Supervisor of Student Support and Engagement provides leadership, supervision and strategic oversight for district-wide student support initiatives aligned to the Multi-Tiered System of Supports (MTSS). The incumbent of this position is responsible for ensuring the effective implementation, monitoring and continuous improvement of MTSS-aligned practices (i.e., Positive Behavioral Interventions and Supports, restorative practices, peer mediation, bullying prevention, and student leadership development) across schools. The Instructional Supervisor is responsible for staff performance management, professional learning, data-informed decision-making, and alignment with district, state, and federal expectations to improve student academic, behavioral, social-emotional, and attendance outcomes.

Detailed Description
DUTIES & RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Leads the districtwide coordination and implementation of MTSS-aligned practices, ensuring consistent application of Positive Behavioral Interventions and Supports (PBIS), restorative practices, peer mediation, bullying prevention, and student leadership development, and alignment with district strategic priorities, policies and accountability requirements;Oversees and supports the delivery of coaching, consultation and professional learning; models effective MTSS, behavioral and restorative strategies; Partners with principals and leadership teams to strengthen school-based MTSS structures;Oversees the collection, analysis and use of MTSS data to evaluate program effectiveness, as well as staff and student impact; Leads continuous improvement efforts and recommends adjustments to practices and resource allocation;Serves as a liaison between Student Services, school leadership and other district departments; provides expert consultation to district leadership regarding student engagement, prevention and intervention; Prepares reports, presentations and documentation related to staff performance, program outcomes and compliance;Evaluates assigned personnel in alignment with articulated Board of Education personnel guidelines and procedures; Facilitates regular team meetings to ensure consistent, high-fidelity implementation of MTSS-aligned practices; andPerforms other duties as assigned.
Job Requirements
QUALIFICATIONS: The requirements listed below are representative of the knowledge, skill, and/or ability required. Advanced knowledge of Multi-Tiered System of Supports (MTSS) frameworks, including systems-level implementation, fidelity monitoring and continuous improvement; Knowledge of Positive Behavioral Interventions and Supports (PBIS), restorative practices, peer mediation, bullying prevention and student engagement and leadership development; Knowledge of adult learning theory, coaching models and professional development design for educators and school leaders; Knowledge of data systems and progress monitoring tools to inform program and personnel decisions; Knowledge of federal, state, and district policies, procedures, and regulations related to student services, behavior, intervention and compliance; Supervisory and leadership skills, including coaching, mentoring, evaluating performance and supporting professional growth of staff; Strategic planning and organizational skills to align staff work with district priorities and school needs; Effective communication skills (written, verbal and presentation), problem-solving and conflict-resolution skills to address staff, school and system-level challenges;Ability to apply MTSS-aligned practices at a systems level to improve academic, behavioral, social-emotional and attendance outcomes; andAbility to manage multiple initiatives simultaneously, meet deadlines and adapt to changing priorities. EDUCATION AND/OR EXPERIENCE REQUIREMENTS: Master's degree from an accredited college or university in education, educational leadership, school administration or a closely related field required. A minimum of five (5) years of successful experience in a K-12 educational setting, including at least three (3) years of administrative and/or supervisory experience. Required experience includes district or school-based implementation in at least three (3) of these areas: Multi-Tiered System of Supports (MTSS), Positive Behavioral Interventions and Supports (PBIS), restorative practices, student engagement initiatives, and/or data-informed decision-making. CERTIFICATION REQUIREMENTS: Holds or is eligible for a valid professional license in Administrator I (historical) or Supervisor of Instruction, Assistant Principal, or Principal issued by the Maryland State Department of Education (MSDE). SUPERVISORY RESPONSIBILITIES: Oversees and provides guidance and direction to assigned personnel.
