CLASS TITLE:
Business and Technology Coordinator
BASIC FUNCTION
Under the direction of the Business Services Senior Director and TLR Division Director. Participates in the
planning, organizing and coordinating of the operating procedures of a major department and division; serves as
a resource for the departments in the overall program operation; coordinates services with other departments,
districts and agencies.
Responsible for performing various accounting and technology system functions involving the coordination,
planning, administration, support and operations of divisional services. Provides assistance and support from
design through training and implementation for financial, data storage and retrieval, and telecommunication
systems.
Provides a variety of skilled administrative and financial support functions to the Internal Business Services Sr.
Director and TLR Division Director. Responsible for department and divisional budget preparation, analysis
and review related to the compilation, evaluation and reporting of revenue and expenditures; provides
comprehensive fiscal and integrated systems knowledge, support and technical assistance to the departments
and programs of the County Office.
Incumbents in this class possess an understanding of the accounting and budget processes, internal controls,
information security, bookkeeping procedures, automated accounting systems, fund accounting, accounting
system requirements, telecommunications hardware and services, data storage and retrieval methods, and
knowledge of applicable laws, statutes, rules, codes and ordinances.
REPRESENTATIVE DUTIES:
Assist department with technical issues related to the use of the financial systems; assist in the creation of
queries to select and compile information from the financial system, as needed; investigate problems and
develop detailed suggestions for resolution of issues.
Communicate with county office personnel and outside agencies to request data, exchange information and
resolve issues and/or concerns.
Compose and distribute a variety of department and program correspondence such as letters, memoranda,
newsletters, calendars, forms, applications and flyers as assigned; process and evaluate various forms and
applications.
Coordinate movement and maintenance of equipment, researches costs and processes related work orders.
Input a wide variety of financial and statistical data into an assigned computer system; establish and maintain
automated records and files; manipulate data and generate a variety of computerized reports.
Maintain familiarity with financial, telecommunication, and other computer systems utilized by the SCOE,
utilizing them as needed, evaluating their effectiveness and making recommendations for enhancements.
Provide project support from design through implementation of financial, telecommunication and other data
systems; identify, track, monitor and communicate to personnel, as assigned, the progress of department system
projects and upgrades.
Respond to inquiries by staff and others; determine best possible manner to approach and resolve
concerns/suggestions; work to provide positive, collaborative public relations and represent the organization

and Internal Business Services and TLR Departments by consistently maintaining cooperative and effective
working relationships with others.
Serve as a liaison between the Internal Business Services Department and TLR to provide systems support and
analysis and to leverage technology solutions to meet the needs of the department and users of the various
hardware and software systems.
Train and provide technology assistance to department staff concerning computer system applications,
operations and functions as assigned; assist in developing training plans and documents for staff; receive and
respond to user telephone calls; provide information concerning related standards, requirements and procedures.
Work with assigned personnel to assess needs for various functions; assist in identifying and analyzing options
and recommend process enhancements to financial applications.
Work with department in the development of project scope of work documents and project plans; participate in
meetings regarding technology needs and information systems applications.
Work collaboratively and maintain effective working relationships with others in the course of work in assigned
area.
Participate in the development and enhancements of financial systems; consult with administrators and staff in
the development and maintenance of reports related to financial transactions, position control/position
budgeting, purchasing, billing and other applicable departmental/division functions.
Serve as editor/publisher for the department/division website(s) as needed; facilitate new initiatives to support
division and county office-wide programs.
Serve as a technical resource concerning financial systems and technology; attend and participate in a variety of
meetings and in-services, as assigned.
Prepares preliminary budget models for SCOE and position control.
Maintains security logins for internal financial systems and various vendor registration sites.
Prepares a variety of comprehensive fiscal and budget reports; creates, maintains and interprets complex
spreadsheets.
Organizes and maintains operational records, files and supplies and other departmental information.
Analyzes, reconciles, and/or evaluates the accuracy of general ledger, accounting details, revenues,
expenditures, accounting/budget/financial reports, etc. for the purpose of assuring proper amounts, receipt and
classification in compliance with state and federal laws, reporting and procedural requirements for County
Office financial activities.
Collaborates with County Office personnel and others for the purpose of obtaining and/or imparting information
related to financial and administrative operations and explaining procedure and regulations.
Compiles statistical and financial data for the purpose of providing third-party reporting; developing budget
recommendations; providing financial summaries to other personnel, and/or ensuring compliance with
established guidelines.
Monitors, analyzes and/or reviews financial summary and detailed reports, program budgets, documents, studies
or records for accuracy, proper account charges, coding and compliance, etc. for the purpose of implementing
corrections and fund transfers, resolving discrepancies as necessary and/or processing documents for input into
automated systems.
Prepares a wide variety of finance-related documents (e.g. journal entries, charts, complex spreadsheets and
databases, budget and financial analysis work, etc.) for the purpose of documenting activities, providing written
reference, and/or conveying information.

Processes a variety of budget requests for the purpose of ensuring compliance with regulations, policies and
principles of sound financial management.
Assists and provides support involving the planning, administration and operation of the county office's
telecommunications services for landlines, cell phones, and other telecommunication devices and services.
Provide a variety of communication application-related information assisting County Office staff. Provides
advice, training, application software installation, and telecommunication service to county office divisions for
landlines, cell phones, smartphones, and various PDA devices including tablets.
Assure system security of user ids, logins and passwords for various systems.
Analyzes current telecommunications billing processes including long distance and cell phone rate plans to
ensure adequate services.
Provide and prepare various information regarding e-rate including; providing copies of phone bills to our
consultant, getting free and reduced lunch statistics from our Special Ed, Alt Ed, CFS departments, and our
districts and compile certification letters for each site. Track all e-rate credits and reimbursements and ensure
they are credited to the proper departments.
Exercises technical and functional oversight over lower level staff.
Evaluates and supervises staff.
Perform related duties as assigned.

EDUCATION AND EXPERIENCE:
High School Diploma or High School Equivalent Certificate and four years of experience in a position providing
supportive assistance for administrative tasks related to accounting including the business aspects of
telecommunications operation.
